Police Clearance:
If you have lived in another country for 12 months or more in the past 10 years, you will need to get a police clearance from that country. Some countries may not give police clearances to people who are not residents, such as Saudi Arabia so a waiver is available. If you owe money in other countries, especially Qatar or UAE, you may not be able to get a police clearance, and it will be difficult to get a visa.
To get a police clearance, you should follow the instructions on the IMMI website. Here is an example: https://immi.homeaffairs.gov.au/help-support/contact-us/offices-and-locations/offices-outside-australia
